Linux on a portable FAT32 filesystem

well, I wanted to know if I could install Linux on an external portable seagate harddrive. I want to install Linux on it, plug it in to my Win XP Pro computer, and boot in linux. It's FAT32 so it can be written to by Linux, so I want to know if this is possible, and if BIOS can be loaded off USB, and if this is possible, how to do it.

If anyone knows, please tell me.
