Linux ubuntu cooler fans too loud

Hi guys, i wanted to ask why my coolers are louder on my ubuntu 18.04.3 and when i am using windows the coolers are quieter.. i have noticed that when the pc is idle and it really makes me nervous.. i tried to control them when the temp is higher to start spinning louder in the bios but no luck.. also i tried with lm sensors to set them but could not just make it right.. i think the problem is in the ubuntu fan control management.. how can i set it up right? Thanks in advance :D

My configuration is:
Intel i7 7700K - cooler is Cooler Master MasterLiquid 240
16gb RAM
2x sapphire vapor x 280x

You can right-click the thermometer icon at any time to display the hardware temperatures and fan speeds.

To install Psensor open the terminal and type:

sudo apt install psensor lm-sensors

Psensor uses lm-sensors to monitor the rotation speed of the fans.
