After I install Ubuntu or Kubuntu or any version of Linux for that matter, how do I complete the installation? So when I restart it boots up in OS.

And what program fully formats a hard drive, and partitions it to where I can choose what OS to boot from at boot up or when I log off.

mainly All linux distro has an Install icon on the desktop. simply run that and it will prompt you to reboot your Pc when done, this is when u know the installation is complete.
Distro's like ubuntu have that.
suse on the other simply boots straight into the setup like XP.
To format your hard drive use GPARTED live CD

partition your hard drive first, then install the distro, do not do it the opposite
 
Ubuntu will not only partition your drive to ext2 and ext3, but it will also shrink your windows partition (or any other partition) in order to make room for itself. really quite simple. after you run through the install process (incredibly easy) just reboot. the GRUB boot loader will allow you to choose what you want to run, Linux, or Windows. Really simple. I'm sure there is a step by step picture guide out there. Probably on ubuntuforums.org
