I going to be overclocking to 4ghz with Conroe E6600 CPU. Which Cooling Cools to the lowest temp? And do I need water or liquid cooling type of case that only supports liquid or water cooling?

did u know that water is a liquid?:)
 
Like Encore4More said, water is a liquid, hence water cooling and liquid cooling are the same. Some other liquids are used in water/liquid cooling though.
 
You can get a varity of liquids that you can use in the liquid coolings systems.
They came out with a liquid that will not fry anything inside your computer if it leaks. If I could remember the name I would tell you.
