A water chiller is somewhat better than any conventional water cooling setup. Basically it IS a conventional water cooler setup, but run through a container/reservoir that holds VERY cold ware (say water and ice) to cool the water far below ambient. These often cause condensation though, be careful.
Phase change is also expensive, but it's the best for practical overclocking. It comes with good insulation already (unlike water chillers) so you won't have to worry much about condensation. jsut watch your ambient temperature, and you'll be pretty safe. on humid days you might be a little nervous lol.
