Little Dots Leaving Trail When Video is Dragged

i use vlc and when i do there is always a few places on the monitor that will leave little black dots and there trail if i drag my vlc window across
i have noticed the spread of the problem because it used to happen with vlc now it happens sometimes when i watch videos that are streamed :(
