Little jumper in my Seagate HD? Should I take it out?

I have the Seagate Barracuda 7200.10 250 GB. 16mb 7200 RPM HD. On it there is a jumper and on the sticker on the HD it says when the jumper in it it runs at 1.5 gb/sec and when its out it runs at 3.0gb/sec. What is that jumper for and should it take it out so it runs faster?
 
So then obvousaly I should remove the jumper. Why is that jumper there anyway? Why would you want your HD to run slower then it can run at? Do some 3.0gb/sec HD's not work if they are hooked up to a mobo that only supports 1.5gb.sec or something?
