little problem with windows firewall

since I re-formate my pc(windows xp media center) a month ago i have this "little" problem with my windows firewall (i never had it before):every once in a while a balloon pops up from my taskbar and says "your computer might be at risk, no firewall is turned on, click this baloon to fix the problem"and after 3 seconds the balloon disappears and everything is ok.do you think i can fix this problem?
ps:i have no other firewall installed on my pc.

First off, are you behind a router? In other words, is this computer attached to the internet wireless?
 
no router just my modem which is configured to act like a router cause i have voip on the other line and is not wireless everything is wired here is my setup:
modem to ethernet switch 1to computer and 2to voip adapter
