Live UPS!

My Dell Precision has been excellent with powercuts - that is to say despite having several recently nothing has burnt up inside it. I do have a surge protector mind you. Still, I purchased a 650W UPS today just to be on the safe side. I have my chassis and monitor plugged into it (too much or can it take more?)

The main reason for this post though is that after plugging it all in and before turning the pc on i touched the metal casing of the computer and I felt a small steady flow of electricity, after turning my pc on and running for about one minute it disappeared and now It's totally fine.

But is that dangerous or is it normal when attached to a ups?

Not really Srry. It kinda sounds like some wire or something was feeding electricity to the case. Check all wires and make sure nothing is split or frayed.
 
Well I checked all the cables and they're in fine. I did some trial and error and whenever the computer is connected via the ups there is a current running though the computer chassis, when it's not connected via the ups there is not.

Anyone else? Is this normal behaviour for a ups? I just bought this damn thing new today.

I have not let it charge for 8 hours as recommended though so could that be why?

Please some help would be appreciated since I'm not too happy about being on the pc when I'm unsure if the electrified chassis could harm it or not!
