Login for internet

Hallo,
Sorry for my bad English, it's not verry well.

I give you a priview,
If i log on with my own notbook on the wireless on our school,
I can login without a WEP/WPA.
But than i have'nt no internet connection,
If i start Internet Explorer or FireFox i see a webinterface.
If i logon with the good data i have a internet connection.

How can i make this on my own network?

I don't want a wep/wpa or something such,
But a webinterface to make connection to the internet.
If you not logon jou must have full rights on the network but only no internet.
