Dial as in trying to get an internet connection? Or something else? If you can help clarify this, it'll help us better help you.

If it was internet you was referring to, you will need to purchase a plan from a provider which provides dial up internet in your area; such as People PC or Netzero, etc.

i want to make a phone calls with my 56k modem.
i need a good software that do this

Why not get Skype? You can make calls for about 0.02 euros to just about anywhere in the world. And with the high compression it works quite well on a dial up connexion.
