Looking for Freeware: frame by frame animation editor like flash

I'm looking for a FREEWARE, free downloadable freeware...Is there a way of making frame-by-frame animations similar and as easy as Adobe flash? What I want is something that does not expire. No trial versions.

You can make really great animated GIFs (better and smaller files) using
a free program like Blaze Gif Creator.
