Looking for the best monitor I can get

Suggestion: LED backlite has more vivd colors and uses less power.
I don't know about Novateck.
A few that come to mind are Dell, Samsung, LG, Hannspree, Viewsonic, Asus..
 
Go for a view sonic 22inch hdmi comes with 3 ports vga dvi and hdmi great looking monitor well recommend read the reviews on the net or ive got a dell 22 inch one for sale if your interested where abouts are you from dude ?
 
Yeah, I generally wouldn't go with a "Novatech" monitor, as it will be a cheap brand.

If you want a large one for your budget, you probably won't be able to get a decent LED one.

I'm a Samsung fan myself, think this one is pretty good:
