I need a new monitor for gaming

I have been looking at the Asus VE248q and the 258Q although these are not IPS monitors the response time is 2ms and on all the IPS monitors that I have seen the response time is 6ms or higher why is that

im looking for a 24-25in full HD resolution the Asus 25in is 250.00 but if there is something better i could spend a bit more like 450.00 max

Its an LED display. It uses less power and reduces eye strain. I'd go for the LED over the LCD.
