Built my computer recently, with most of the help coming from you guys

So I'm back again trying to help my friend out. He wants to be able to run SC2 and FFXIV.
His Dell got a 750 score on the FFXIV Benchmark, and it's recommended to have a 1500 score to run it at low settings. >.>
His computer is a Dell XPS 410.
So I did some research on it, and it doesn't look very salvageable. :\ But that's for you guys to decide.
The GPU needs upgrading most definitely, the processor is a 2-Core, he has a single gig of ram (Easily fixable), not sure about his motherboard specs, and I think I looked up the powersupply was only like 350Watts or something. All packed in a "Mini-tower."
So if anyone is familiar with the Dell XPS 410 and knows what would need upgrading, or if it can even be upgraded, I'd appreciate it!
If it cannot be upgraded/Not worth the time:
He wants to run FFXIV at Medium-High settings, and my friend made a computer for $900 that can run it at high (Scored 5,000 on Benchmark).
If a better game comparison is SC2, lets go with that >.>
What are your recommended builds and prices? Probably around $900~$1000 or under? He wants something decent, not just the bare minimum. I said the least he could spend was $600~$700.
I'm going to keep looking around the forums and seeing what I can dig up. Thanks again for any info.
