Looking to possibly build SFF CPU

So I've been buying work computers with the following specs;

Case SFF
O.S. MUST BE Windows 7 32 bit
CPU i3 2100
Mobo LGA155
GPU on board (VGA)
Ram 2gb 10600 1333mhz
HD 250-500gb 7200rpm
DVD/RW
PSU 250-300 watt
Keyboard
Optical Mouse

These are name brand computers with generic parts (low end).

So instead of buying these I was thinking of purchasing and building myself. I've never did a SFF slim case with micro mobo. As you can see the specs. are minimal and I can use on board graphics. Can you guys suggest a compatible build of parts for me. The advantage of building myself would be better components and I'd get a win. 7 oem disk. I'd like to keep the budget on this build to under $500.00. I need to build multiples of these as they are for work and go thru them nearly every monthly. I'd also like to get a reliable build as these comp. are in harsh environments from 10 degrees to 120 degrees, moisture, dirt and don't get regular tune ups. Most (95%) are not connected to the internet. I buy from N.E., Amazon, M.C., Fry's and any other legitement company. I'm located in the U.S.

I would suggest go CPU go for i3-3220 or . HDD - seagate 500GB at same price (plus $10 promotion code). RAM - They are so cheap, you should go for 4GB. Mobo - could go for better B75 chipset.

If budget allowed, I suggest go for Antec case coz I believe there PSU are usually better quality.

By the way, why doesn't it has to be 32 bit?

They sound like they are for running digital signage or some other similar application, and it's probably only compatible with 32 bit.
 
The program only runs on 32bit O.S. I along with others have tried 64 bit and there are no drivers written for it, so it crashes. I got off the phone this afternoon and the co. want's to stick with name brands and not generic custom build.
