Losing DHCP occasionally

Over the past week, i've been losing the DHCP server, and the internet will shut down for a few minutes, then pop back up. It might do it 3 times in an hour while i'm surfing the net. The event viewer shows as follows:

Your computer was not able to renew its address from the network (from the DHCP Server) for the Network Card with network address 001D099B1BA4. The following error occurred:
The semaphore timeout period has expired. . Your computer will continue to try and obtain an address on its own from the network address (DHCP) server.

The EventID is 1003, i have no idea if that means anything to anyone.

Is there any way to tell if this is just my internet companies connection or if it's my NIC or something?
 
Could be your router, to give a little back ground your computer needs an IP address from your router to establish TCP/IP connections. When you initially connect to your router your computer will broadcast on the network asking if anyone out there who might be listening is a DHCP server and if they would be kind enough to provide an IP address. When the computer gets a response it's usually leased an address for a set amount of time. After that time expires it asks to renew it's lease. I've looked around a little bit and a few places point to a software problem with Windows XP being the cause here. (provided you're running xp) They suggest starting by making sure you're caught up with your windows updates. Are you on service pack 3?
