Lost secondary IDE controller (no CD Rom)

A week ago I installed Verizon DSL. After getting it to work I have now lost the CD Rom Drive & my second hard drive ( for data backup). Property of the scondary IDE controller says it's dynamically disabled. Reinstalling the driver did not help. Any ideas would be appreciated. Computer is an eMachine desktop, Celeron 500, Win 98 SE.
 
Sounds like a conflict. Does it work without the modem(assuming you installed something more with the service) Um, I doin't think you'd see anything in windows if this, but have you checked that it's not disabled in the bios?
 
Haven't checked the BIOS, don't know much about it. I wonder if "dynamically disabled" means the connectors may be loose! Will reinsert them later just to see if any help. The 2nd hard drive is a Western Digital in a removable rack, connected to the same cable as the CDRW drive, a IO Magic (I think). Someone suggested to uninstall & then reinstsall! Does that referr to the IDE controller? Because the 2 drives never needed to be installed in the first place. They were plug & play. Help anyone!
 
Hrm... by all means, check the cable, but dynamically disabled indicates to me that the OS was told not to recognize the drives (or, more specifically the channel).

Any other users on that computer? Which OS?
