Loud Computer (fan not work)

Hey guys, my computer is really loud for some reason...
The thing is, the fan at the back of the computer doesn't seem to work.
I think the cause is either CPU or the PSU.

If you guys want I can take a screenshot of "GPU-ID" and "speedfan" to show you guys the temperature of different components, and the speed of each fan.

So what should I do ? I know I should try clean the fan at the back and see if it's plugged in properly etc, but I will do that as soon as I can get the case open!

What else should I do though, to fix up the noise and perhaps the fan ? thanks guys.
 
Open the case and find out whats going on. We can't tell you what to do without you telling us what is physically going on with it. The fan could be broke or off balance causing noise. Any fan making noise needs to be replaced.
 
What sort of noise is it?
Also, agree with what John says, open it up. This could be your PSU fan playing up or your CPU fan.
Your CPU fan can get clogged with dust and fluff. If this is the case, the CPU will not be exhausting the heat as needed and it leaves it no where to go. remove the heatsynk and cooling fan you can use some household items to clean it out (i use everything from tooth brushes, cotton buds and hoovers!).

If you want to go all in with this you can do the specified clean above then scrape all thermal compound from the CPU (i use a razor blade but be careful not to scratch cpu), then clean the CPU with cleaning alcohol (£2 off ebay) and re-apply the silver thermal compound.

Okay. I opened it up, and the fan (the fan is the case-mount fan I believe) is plugged into the "sys fan" socket. The fan does not spin properly and instead just stutters (so it moves a tiny bit, then goes back constantly), and according to "speedfan" the RPM for FAN 1 (which I assume is the case-fan) is only 11 RPM.
The noise sounds like how an older computer turns on just like 5x louder and when the noises do occur, it starts with being silent, then it goes louder then back to quiet, but the weird thing is my computer has absolutely no noise when it turns on most of the time.
The noise only really occurs during games and stuff, but even when the games shut down it still persists.

That fan needs to be replaced. Sounds like your cpu cooling fan has dirt/dust bunnies in it and needs to be cleaned out with a can of compressed air. Use a flashlight to look inside the fan blades and heatsink for signs of dust.

Okay cool, I'll get onto that. I originally thought it was the Hard Drive. Should I post a picture ?

With these images, hopefully you guys can help me determine why the fan isn't working, and what is making those weird noises, whether it be the PSU or the CPU FAN or the HARD DRIVE. Thanks.

Turn it on and leave the side panel off. You should be able to figure out what is making the sound just by moving around. Avoid touching anything inside but you can start it without the side panel.
