loud startup

when windows starts up the sound it makes is extremely loud with a lot of bass. but when windows is booted the sound is fine, even when i shut down it is the normal volume and tone. i know its not the speakers, because it never used to do it untell i built a new system. what should i check?

my sound card is a sound blaster live 24bit and i use the creative eax console to monitor the settings for sound.
 
Sound levels on Sound Blasters are controlled by the sound mixer in the Creative startup group or by a duplicate shortcut dragged to the desktop. On bootup, shutdown, and other functions where "wav" files are assigned the level can also be raised or lowered in the Start menu\Accessories\Entertainment section where the Windows sound recorder and Windows Media Player links are also seen.

Your other sound levels can be adjusted by clicking on the advanced tab on the Windows volume control or better yet on the Creative sound mixer. Those would be line in, microphone, MIDI synth, wave(wav), auxillary, cd player, etc. seen on both the Creative and Windows advanced mixers. The EAX is for adding effects to sounds played and in gaming as well.
