Low Budget PC Build

I’m wanting to build a low budget pc. I’m new to this so all information is helpful. The only game I play is RuneScape and I would like to be able to play it on high detail. I’ve heard it is not a high GPU usage game as it is a high CPU usage game. I don’t want to overkill it because I’m on a firm budget of about $300-$400 or even less if possible.

Do you have any existing build? RuneScape can run on a potato, you can get hefty upgrades for older computers very inexpensively.

This is hard coming up with a build with that budget. You might as well buy a pre-built system on Newegg.

Notes say: "The Cooler Master - Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler may require a separately available mounting adapter to fit the Gigabyte - GA-AB350-GAMING 3 ATX AM4 Motherboard."

Not sure what that means and what hardware you may need. I have this cooler.

He shouldn't the need CPU cooler, the stock Wraith cooler's are pretty sufficient.
