Low budget pc for burning

My dad has had his old toshiba for 5 years now. It takes it 8 hours to transcode a movie with nero. So i was wondering if someone could help me with a sample build that can transcode and burn in under 30 mins. He will not need a graphics card, monitor, and xp disc. I also think he wont need a case since i still have my old dell case and the pc shouldnt be big without a graphics card. The build should be around 300 to 400. Leaning more towards 300 because transcoding and burning in around 30 min does not require a high end build. Thank you.

well, my e8400 transcodes and burns in about a half hour, but it is overclocked to 4.0ghz and would take up half your budget.... unfortunately, for a new tower, processor, ram, hard drive, power supply, fan, dvd drive, and a motherboard, you might go over budget. ill give it a shot anyways

Even though ya can get Win7 RC for free now - ya have to factor that cost in - with any new build as well. Computer doesn't work much very well without an O/S.
