Machine won't start.

Hi to all many thanks for letting me join what seems an excellent forum.

I need some help urgently my step son has recently aquired a HP Pavillion 7805 off of his sister. Now the problem is that when his sister had it she said the start button was a bit tempermental, it has been stored in the attic for the past year and now does not switch on at all, the psu whines when swithed on and the green light at the back comes on, nothing else on the computer does anything, when kettle lead is unplugged the psu then whines down.
I have taken the switch out and had it tested at maplins and they have said it appears to be ok, they tested it on some sort of voltage meter and switched the switch on/off to determine this.The computer has had no other problems in it's history other than this.
I want to try and sort this out as cheaply as possible as the step son does not have a large budget to get it repaired, I was told it could be the back up battery, but I have taken this out and tried starting it without it in.
Does anyone have any ideas, I would be very gratefull of any information received but must point out I only have some basic computer skills, so any info would have to be an idiots guide if possible.

you say it's been stored in your attic for around a year, not saying it definitely will but it could have something to do with your problems. if the system has been subjected to any extremes of temp, damp, dust etc this might have caused some component damage.

i take it you've tried the basics i.e. giving the inside of the unit a gentle clean, disconnecting the various connections and components to check for any corrosion, re-connecting / re-seating as required if all is okay and tried booting up?
 
if there was a way for you to get ur hands on another psu to test, i think this would be your best shot, as it seems this is your problem.

i agree with this 100%. being stored in an attic is not good for a PC because im sure it gets very hot up there. heat and dust can cause serious damage to a PC. u might hav trouble pinpointing exactly which piece of hardware is giving u trouble, but i would start with the psu.
 
This, I believe, sounds to me also like the boards have been damaged by the heat/cooling off in the attic. Many times, what happens is that solder and the mobo is not the same material and so the expand/contract at different speeds. This is usually not an issue, but attics are way hot, and could cause the solder to come loose at certain places. Impossible to locate most og the time.
Try another PSU, and disconnect any and all hardware that is not needed.
Even the HDD.
 
Motherboard.

Hi folks, just to let you all know that it was the motherboard.
Now when I run the system reinstall disc what came with the computer it is saying "this is not the disc for this system", when it quite clearly is, I am assuming this is because I changed the motherboard over.
What can I do to rectify this?
