Make a 'Moving' Pic Larger?

That will depend on the type of moving picture or "PIC" you are talking about and the type of player that has been tried so far. Many player like Windows Media Player and others will open to full screen by simply double clicking on the viewing area itself or choosing a viewing option from a menu bar.

If you are referring to GIFs then, yes it's possible. I would recommend Gif Movie Gear for that.

If you are using a video capture screen that can often be limited to one size while players have the maximize option on most of them. Real Player online is one that requires the prepaid service while softwares installed on the system will generally open to full screen viewing. It depends on the type of files being viewed and the support offered by one player or another.
