make fans more quiet?

so I just built a computer and it is very loud. How can I measure how loud it is (in decibels)? Also, can I lower fan speed in BIOS/ would that be a really bad idea? Thanks
 
You could probably get a decibel reader at radioshack, though i'm not sure how well they work. I'd download speedfan to see what temps your computer has. Then, you might be able to lower the fan rates and still keep everything cool. Also, I couldn't take my case fan off high with my mobo so I did this to my case fan:

Also, if that's not enough you could measure the fan and look on newegg and find something with very low decibels and descent cfm.
 
why are the fans always at 100 percent to begin with. Usually dont the fans speeds increase or decrease depending on like CPU usage and stuff. Why is it necessary to download fan speed to get the fans to do this?

That only applies to fans that are connected to the motherboard, like CPU/chipset/iGPU fans and the likes. PSUs usually have thermally throttled fans too. Most other fans are usually directly plugged to the 12V connectors; you'd need to either buy one of the 12V-to-5V adapters or a fan controller.

Just about every fan that can be controlled by software is thermally throttled be default, though. If they're too fast by default, the temperature settings might be too tight (usually in BIOS you'd have the option to specify the temperature at which it'll crank up the fan speeds).
 
If none of those above work, you can do this quick simple mod and it is FREE.
Either use as 7v or 5v to slow down by connecting your fan to a molex power as shown below.
BUT, best is to use as 7v mod.

Like said you could buy some decent fans such as Noctuas,Scythe Kama etc which are well knwo for good quality fans.

Also why not buy a Fan controller,There so cheap and made quite alot of difference on my system,they dont need to be running full speed all the time.

I only usualy turn mine up when i game to keep it that little bit cooler.
