I have a v2 Premier case that looks like in the front lower part has a place for an 80mm case fan. It has this plastic square looking enclouser that looks like a fane was meant to slide in and then it has a bunch of holes on the metal on the outer part of the case (the front plastic covers it but there is a slit on the bottom) would it be right/make sense for that to be a place for a case fan?

That's a mini tower atx case with the opening for a front intake fan seen there. On a mid tower or full tower model you would see a larger opening for using a 120mm case fan. Does it make sense for a fan to be located there?

Well here's a look at the current case used here namely the Antec 900 that gets a good deal of notice.



My old build had just one 140mm fan in front that brought board temps from 48C down to 31C when everything into the AeroCool model here.

 
When you have the case open you will see the 4 holes for fasteners common for all case fans around the perimeter of the small pin sized holes used to draw cooler air into the case. The rear fans face outward to force the heated out while a front is what will help a great deal more by pushing the cooler room sir into the case.

You'll then start to notice as board temps are lowered that the cpu itself will also see lower temps as well as other hardwares. Simply look at how the rear exhaust is secured with the small phillips head type screws there. You can secure the fan either way on the front or back it on most depending on which way it will be facing.
