Making a movie's quality higher

Hi,
I'm looking for some software which can make a movie in a low resolution look like in standard definition (or SD footage to turn into HD), so from 350 x 280 to about 600 x 400. But not just change the resolution. It should also make it look better, restore detail, so from this small resolution to generate detail for a higher resolution. Is that possible? Is there any software which can do that?

I heard that there is software for this, but I don't know if there is software that can be downloaded/purchased.
 
Yup, i once looked into this but had no luck, it makes since that you can't just "Fill in" new stuff, when it hasn't been created.
 
Yeah, whenever you see TV shows where they take a grainy image and "enhance" it to read a license plate or whatever, it's pretty much all BS.
