Making a website from a picture, is it possible?

hi.

im not quite sure how to explain this with words so i made this mock-up image to explain the general idea.

Basically, ive designed a beautiful website. ive got my banner implented, i got a cool little menu made of fancy buttons and a big area in the middle where i want to be able to publish news etc. However, i only have this site as a jpeg picture, and as a photoshop project.

Is there a way to make this image into a functionable website? by this i mean that the buttons will be clickable and im able to have them lead to different things, and i can publish stuff in the area in the middle as i wish.

i hope you understand what im saying. I have the entire adobe CS3 package at my disposal, if any of those programs are needed.

Load the image into imageready and then use the slice tool to cut out all of the buttons and go from there, check back if you need more help.
