Malicious Software Removal Tool

Malicious Software Removal Tool keeps being offered to me in updates and my question is what the hell is this thing. I seem to remember reading it's a thing that runs passively in the background and only pops up if it catches something, but do I need this thing given that I have an antivirus installed?

If I don't need it, can I remove it somehow?

This tool checks your computer for infection by specific, prevalent malicious software (including Blaster, Sasser, and Mydoom) and helps to remove the infection if it is found. Microsoft will release an updated version of this tool on the second Tuesday of each month.

If you don't wanna run it, just remove it from your updates (unless you're running Windows 10 of course)
