So I got this HSF for my buddy

It was recommended to me here, and the bloody thing didn't even come with instructions or anything, and being the nut that I am, I'm sorely confused!
Is anyone familiar with the thing? There are two arrows at the top, and we figured out which the way the air blows, and mounted it that way and its blowing in the correct direction, but we've heard you can switch it up or something? Not completely sure. Anyways, the actual heatsink... one side was longer than the other, and it kind of felt like the processor wasn't covered horizontally by the HS.
The temperatures on his idle E2180 are like 45 C which seems a little high, and we applied MX-2, and we've heard that it's supposed to already come with paste? Should we clean it up and remount?
