That board says it only supports up to 1600, but it doesn't have (O.C) with it, so if I overclock PC312800 will it overclock or just stay at 1600?

the 1600(O.C) means that you have overclock the ram to get that speed. overclocking your ram should work as long as you dont overheat.

Yes I know that, it's that the board DOESN'T say 1600 (O.C), just 1600. So my question is, if I have 1600mhz RAM, no overclock,will I be able to overclock it from there?
