Measuring monitors

My dell flatscreen LCD says that it is a 17 inch, but when I measure it, the actual screen is like 14 inches. I'm just wondering, when they say a monitor is 17", 18", etc. do they mean the actual screen part or the screen pus the outer edging?

Well on a CRT it is the size of the actual picture tube, which is usually about 1 inch larger than the actual visible size.
 
And of course on an LCD it is the actual size of the screen. So a 17 inch screen would be 17 inch. Measured diagonal as already mentioned.

Dunno if that applies to 1st gen LCDs (or LCDs found on laptops either), they've got a pretty big frame (relatively)

Well on my laptop the frame is less than a centimeter on each side. The screen is 15"
