Intel® Viiv™ Core™ 2 Duo E6300 Processor (1.86GHz, 1066MHz, 2MB) combined with Integrated Intel® Graphics Media Accelerator 3000

would this build allow good play of the latest games. note im not after "extreme gaming"

Theres also AMD® Athlon™ 64 X2 Dual Core Processor 4200+ combined with 256MB ATI® Radeon® X1300 Pro PCI Express graphics card

Which build would be better?
 
They would look pretty good, but you wont be able to play any of the new games on the Intel system, but you would be able to play the new games on low settings with the x1300.
 
I'm sorry i know nothing about computers but dont want a poor one! how about this build Intel® Pentium® D 820 Dual Core Processor (2.80GHz, 800MHz, 2x1MB) and 256MB nVidia® GeForce® 7300 Turbocache graphics card for gaming. The processors slower but would that matter?

I've seen the 7300 GS play Half Life 2 at 640x480 and everything else at the lowest settings on an AMD X2 4200 :P That's what my room mate has.

If you can buy a good graphics card later on, I would recommend going with the Core 2 Duo, then upgrading ASAP.

Assuming it does have a PCI-X slot...which I'd imagine it would.
 
All of those computer computers use bottem of the line new graphics cards, basically the cheapest 7 series card and the cheapest 1k series cards. you should be able to do gaming at lowest settings with the 2nd two systems, but the games won't look nice at all.

7300GS should run it more than that, maybe your room mate has some problems with her computer.

I play HL2 at 1024x768 on high setting 2xAA, 4xAF and HDR with my 6600 which is little better than 7300GS

Also, my old FX5200 can run Hl2 on 800x600 on medium setting

So, how can 7300GS run it just on 640x480 on lowest setting !!!

Did you ask your room mate to turn the settings up to see how will 7300GS perform ?
