this may seem real dumb but what the relevance of DIMM voltage ratings compared to motherboard voltage ratings?

Dimm voltage increases voltage to your ram, enabling ram higher ram overclocks. Motherboard voltage increases voltage to the chipset etc, helping to further stabilize your system during an overclock.. is that what you wanted?
