Whats the difference between Microsoft Vista 32 bit and vista 64 bit?

Also, is there a vista media edition that would allow a tv tuner?

Use the 64 bit version if you plan to run 4GB (or greater) of RAM. There really aren't any big, noticeable differences.

Yes. Media Center is included with Vista Home Premium and Vista Ultimate. You can use a TV Tuner with either edition.

One more thing...When you buy the TV tuner, where would it go in on your motherboard. In a pci slot? And does it have any big requirements like a considerably bigger power source to run it?

Usually yes. PCI slots are the most common.

Usually no. They perform a fairly simple task (in regards to other PC components) and won't force you to upgrade your PSU (unless maybe you have a seriously low-powered one to begin with).
