Minecraft server "can't connect" randomly

Hi all, I'm having a very frustrating issue with Minecraft.

I had a server set up on my ip, i have the port forwarded and I was playing and then my computer shut off and updated windows.
I turned it back on, opened the server through StartServer.bat and the server runs fine. When I open minecraft, the previous server address is in the multiplayer section, but when it polls it, it tells me it can't connect. My friend cannot connect either. When I insert "localhost:port" I can connect but when my friend does, he cant. When I enter "ipv4:port", I can connect, but when my friend enters the same thing, he cant.
Thanks in advance for the assistance, it is appreciated.

localhost:port will never work for your friend, it only works for the local host. (imagine that).

when you say ipv4, what exactly are you entering? is it a 192.168.x.x or what? Because that is also local network only. You need your external IP, not the internal one for your friend.

Nevermind, I fixed the issue. When the computer reset, the ipv4 address changed somehow and that blocked the port because it was on another ipv4 address. Thanks for the help though.

I gave him my externalip:port, but it wouldnt work for him, or me either.

He needs the external IP if he is not on your local network. If it doesn't work, your port is not forwarded correctly.

Also, you should not be using the external IP. You need to use the internal IP, and he needs to use the external IP.

DHCP. Unless you have static IP's on your network, your IP will always change.

Yeah your ports will get blocked. My router is setup so it attaches port forwarding to a computer rather than an IP address. You might be able to do that in yours to prevent it from happening again.
