mismatch: WD Check results vs Windows 8

Hello
I tried to copy some files from My WD Green Hard drive and it was stuck on 0% and the performance of the hard drive (task manger) was 100%.
it led me to the conclusion that I need to run chckdsk. so I did and it found nothing.
It didn't make sense so I download a diagnostic tool from Western Digital website
fast check: failed
slow-27 hours check- failed also.
it said "there is too much bad sectors".
if windows 8 chckdsk can't repair cause it doesn't seem to see that something wrong - I need recomadation for an excellent find and repair tool.

I backed up my data already

chkdsk is just file system based.

Hard drive diagnostic tools are usually more thorough looking at lower-layer hardware aspects of the device. Since it's failing there it looks like the drive is on its way out.

The drive could be to bad for any repair tool to work

The drive is bad, it has too many bad sectors. Replace the drive.
