Mobo/CPU/GPU platform suggestions ~$400

My friend wants to upgrade his MSI MS-6738/socket A Duron 1300MHz/nVidia GeForce FX 5200 with 768 MB Ram. It's been a while since I built my last computer and was overwhelmed at NewEgg.
He will keep his HDD/Opticals/KB Mouse etc. He is looking into a flatpanel LCD, not a high def, but probably 1440x900 max for additional money (not included in the ~$400). And his main deal will be EverQuest.
I've never played the game, but I would assume he could rock that game on full quality for ~$400 given on what he plays it on now.
He'll need a power supply too.
Where should I start my search? Is AMD still where it's at for price/performance? Thanks for any and all suggestions!

Great! Thanks for the suggestions, I'll check into those ASAP.
The budget needs to include PSU, Mobo, CPU, GPU, RAM. He is using his old case, hdd, opticals, etc.
Budget does not include LCD Monitor, and I figured a 19-22 as well. Thanks again for the great suggestions!

I think his old Mobo is mATX, check if his case could fit ATX before you buy the mobo

Yea, his old mobo is micro atx. I thought about that, I could have sworn it was a regular case though, either way, a new case can be pretty cheap.
