If you want to I don't see why not. It's a personal choice.

If your power supply has a rear exhaust, putting a fan on the top of the case and ducting air from there into your PSU's intake can help keep the PSU cooler, because it's getting fresh air from outside the case instead of hot air from inside.

If your PSU has a fan on the bottom, a fan on top of the case won't really help, but it'll look neat.

And you can put your hand over it to dry sweat and what not, like those things at bowling alleys.
