My friend has a computer that has windows xp professional on it and he
is trying to connect to the internet but it does not work what could be wrong
with the modem.
And how he can fix this problem. He is trying to use no charge it is a
free internetprovider for Washington state residence. I am using a public computer
to get help for him. I am not familiar with computers, so please any help so I
understand what to do would be appreciated.

we need more info, right now what you have told us is like, " I have a car it will not work, what is wrong"
Is this dial up?
broadband ?
internal / external modem
what errors is he getting?
does he have the phone line plugged into the correct port
did it ever work or is this new ?
if dial up ,what is the name of the provider/isp
does hehave the acces number right
try calling the access number on a hand held phone to see if it answers
call the isps tech support
