Modern Warfare on Steam $15 bucks - is it worth it?

I just saw Steam had COD 4 Modern Warfare for 15 bucks. The only online game I've played via STEAM is the Free Weekend of Modern Warfare 2.

Is the gameplay as active for COD4 - or will I have trouble filling a room over there - like the free online rooms that come with Retail Packaged games?

I won't pay 60 bucks for a game like this - but for 15 bucks - might jump on this one. Also, can you still play offline with Steam on games like this?

It is completely worth it. IT is completely different to MW2 when it comes to getting a game because it is dedicated servers, not the pile of crap that is IWnet, so it is like joining a game in BF or CS, and there are loads of different types

You can play offline yes, just run steam in offline mode
 
Most COD players are still playing MW, not MW2.
MW is the most popular COD atm (players online)

IMO 15$ is a good deal.
