Just wondering is the 8pin connectors on the powersupply the 12v rails? If not what exactly are they supposed to be used for?

Depends. There is a 8 pin CPU power connector and a 8 pin PCIe power connector. One is for the CPU and one for the GPU. Both have a 12V leads.

No some motherboards have a 8 pin CPU power connector and some video cards have a 8 pin PCIe power connector.

Never used one of those but it looks like the 4/8 pin CPU power connector is not modular/part of the wiring harness. That just leaves those as PCIe power connectors.
