Monitor and TV

This may sound stupid but can a HDTV Tuner card also play normal digital tv (not HD)
Also does the monitor have to support having a TV Tuner card

yes i think it can play normal tv, and no i think any monitor will work for this, but a crt will obviously not support hd, so it will just be lowered quality, but it should still display.

It would be able to play HD and Normal Digital TV, but then it also depends on the card.
