monitor goes into sleep mode as soon as i plug it in

I tried to boot up my computer the other day and the monitor will not work.
The second i plug it in, even without the computer on, it goes into sleep mode. what causes this and how can I fix it. I tried on both the integrated graphics card and my Radeon HD 4650 with the same effect. This is using a vga connection with two different monitors tried.
 
what you could do, is take out the 4650, then reset the bios (using the CMOS jumper on the motherboard) so it will use the onboard grafic's as primary. connect the monitor to that one, and see if the monitor shows something.
 
to mr soft, i have tried the onboard graphics too, and it even goes into standby when shut down , to archangel or anyone else who knows, do i need a psu with a i/o switch to reset cmos with the jumper?
