Monitor issues!

recently my monitor has started behaving oddly. When nothing is happening for example when im watching a film, streamed video or just on the desktop it refreshes itself about every 2 mins, quickly flashes off and on again. does anyone know what causes this and if i can solve it?

almost a year old L.C.D. Im thinking it's more likely display settings or something rather than the monitor itself but i could be wrong
