Monitor keeps flickering when I scroll or click?

I just got a monitor from a friend and it's a WestingHouse LCD Monitor 32-40" for sure. I just plugged it in and it's flickering like crazy when I click and scroll and when something is loading (ex. Video). It's straining my eyes. The computer I hooked it up to is a Dell with Windows 7 Ultimate, Intel Pentium
D CPU 2.80 GHz. 32 Bit operating system. HELP!!
 
is your video card an ATI? if so there is a bug with the ATI drivers that can cause the flickering you are describing. to fix this (if you have an ATI) open up the catalyst control center and turn off AMD/ATI "Overdrive" . Then it should stop flickering.
