Monitor not Compatible? Please Help Me!!!

Is it possible that a Monitor not be compatible with a video card.

I have a EVGA Nvidia GeForce GTX 275 and I get horizontal Lines (While playing full screen games) on my 17 inc 1440X900 LCD Monitor, It is a dell SE17swfp connected using a VGA cable. EVGA says that it is my PSU and that I'm not getting the right power to my GPU however my 12v Rail is 12.682 right now, not sure what it is during game but I don't think it is the PSU and the GPU (using GPU-Z) show the right settings. I really don't know what is up, help is really needed.
 
Well I have a 1080p TV/MONITOR but as of last week that is no longer with us...R.I.P. Mr. TV....but I also have a CRT that I tried it on but that only gets to a resoloution of 1280X800 so I don't know if it is fine when it is at 1440X900. It did show video fine though.
