I will hopefully be purchasing a new PC monitor soon. I would like to get a 20" or there abouts.

1. What are best makes and the ones to avoid?

2. As an example of one I was looking at

When you look at the specs for the monitor a whole ream of stats are supplied. What sort of figures or type should I be looking for

Max Resolution:
Colour support:
Response time:
Signal input:
Image aspect ratio:
Image brightness:

Digital Video Standard:

Any help much appreciated
 
first of all know your budget and after that pick once you like, i suggest going to local electronic store and checking few of them out and asking question it'll give you good idea.

honestly there are two major kind of monitor TN and IPS, depending on your use, majority of home users use TN panel, they are cheaper to make. resolution is entire up to you bigger resolution (major at this moment is 1920x1080) will give you more room to work with.

the other futures depends on your need rather than your use so you'll have to read through reviews for few of the monitors and than pick it out.
