Monitor starts after XP loaded.

Its a dell, im trying to get to the dell computer restore.(CTRL+F11) on the splash screen. Only problem.. there is no splash screen, monitor stays off until xp is fully loaded. Tried just hitting the keys multiple times after starting the pc until it loads. ANy ideas how to get the monitor to come on like a normal pc?
 
I'm taking that it has onboard video instead of a dedicated video card? Sounds like it's failing. See if you can add a dedicated video card.
