Monitor with USB connection can be connected only to video board with USB or can be connected to any USB of PC even if the video board does not have USB connection ?
 
No video card has USB anyway. The USB ports on the monitor are just so you don't need to connect anything directly into the tower.
 
Video cards dont have USB connections. A usb to vga/hdmi/dvi adapter is its own video card, btu dont plan to game or do anything intence on it
 
I think what he means is the USB cable from the monitor to the tower is plugged into any open USB slot.

This allows you to plug flash drives or other stuff into your monitor
 
I try to explain what I mean: I see there are some monitor like AOC E1659FWU that uses USB connection. My question is: can I connect the monitor to my tower ?
 
Not for video by USB. Use a standard vga dvi or HDMI cable. Read my post again. The USB ports on the monitor are just to plug other devices like flashdrives and cameras into.
 
In other words the monitor comes with a cable that you plug into a usb port on the tower and then you can use the usb ports on the monitor for other usb devices.
 
Yeah, Some monitors come with built in USB hubs, but you still do have to use the dvi/vga plugin.

There are a few monitors that will work via USB, but they will explicitly state it, and often cost a bit more than the usual.

There are also a few usb to vga or dvi adapter video cards, these usually run $60 or more.
